Preheat oven to 450°F.
Spray a shallow baking dish with pan spray or line the dish with non-stick foil.
Combine garlic powder, chili powder, salt, cumin and cayenne in a small mixing bowl. Mix until blended.
Arrange chicken thighs in the baking dish. Generously sprinkle seasoning mix on chicken, turning to coat both sides.
Bake uncovered for 10 minutes, then turn chicken and bake 10 minutes longer.
Meanwhile, make a glaze with the honey and cider vinegar. Remove chicken from oven and switch to “Broil.” While broiler is preheating, drizzle the glaze mixture over the chicken. Return to the top shelf and broil for 8-10 minutes or until chicken is done when punctured with a fork and juices run clear. Internal temperature must reach 165°F at the thickest part of the thigh.
